The Reservoir Fire, located about one-half mile northwest of Shell Reservoir in Big Horn County in the Cloud Peak Wilderness, is still being managed for multiple objectives.  These objectives include public and firefighter safety, protection of structures and private land, and allowing the fire to regenerate decadent timber to improve wildlife habitat.  The fire is being managed by local Forest Service resources, and has grown to approximately 20 acres since its detection on August 28th.

Garbage, collection rates and landfill rates were major topics of discussion at Tuesday’s regular council meeting.
The council approved on third and final reading the ordinance setting new garbage rates. The rates remain the same at $24 but does set the 85 percent of the first Dumpster fee for each additional Dumpster for commercial businesses.

The Basin Town Council tabled a decision on garbage rates for the second straight month.

Councilor Heath Hopkin said he preferred to have garbage rates remain as they are. Deb Rathbun said she didn’t have a problem with residential rates but the increases to businesses concerned her and she would like to allow a third party to provide garbage services to businesses. Lyle King said after the workshop last week he could also support the increases with the third-party option.

The Big Horn County Resource Advisory Committee has $28,000 still left to allocate for projects on the Bighorn National Forest.
Thanks to funding through the Secure Rural Schools and Community Self-Determination Act, Big Horn County received funds that could be used on recreation projects on the national forest. A 15-member Resource Advisory Committee (RAC) was formed and has been accepting nomination of projects and recently approve funding for seven projects.

Basin P&Z revisits building code issue

The Basin Planning and Zoning Committee is continuing to research possible building permit fees and options for a building inspector.
At last Tuesday’s meeting, the committee asked Engineering Associates to make a presentation on what they could offer Basin and what they offer other communities. The company made a similar proposal about two years ago to the council.

County looks to move toward permanent airport manager

The Big Horn County commissioners Tuesday began discussions of hiring a permanent airport manager.

Chairman Jerry Ewen presented a draft request for proposal and sought input from the commissioners and acting manager Willie Bridges. Bridges was hired as the acting manager when the airport board resigned as a group in September.

Ag Committee removes requirements from abortion bill

The Wyoming Senate heard 56 amendments to the supplemental budget last week before approving it on third reading Thursday.
Sen. Gerald Geis (R-SD20, Worland) said the Senate added about $25 million to the budget that passed out of the Joint Appropriations Committee, and that included an additional $10 million for towns, he said.

Basin gets its flour mill — 100 years ago

In 1908 Basin was a growing town. The Big Horn Canal had just been completed. The farms on what we now know as Orchard Bench and the North Bench along Golf Course Road were starting to produce good crops of grain, corn and hay. Fair board schedules interviews for manager

In an executive session during its regular meeting Monday, Nov. 9, the Big Horn County Fair Board reviewed the applications received for the fairgrounds manager position. They then voted to interview six candidates. They also voted to keep the position open at this time.
“We still have some time,” said Alfred Anderson, chairman of the board during a later interview. “We are looking for a very special person. We are needing someone that is very adaptable and has a wide range of capabilities.”

Jury finds Tilley guilty on all seven counts

Twelve jurors, five men and seven women, found Marvin Tilley, 58, of Deaver guilty of seven felony counts including six sexual assault crimes and one burglary with intent to commit sexual assault.
In a trial that spanned six days, four women who were children when Tilley sexually assaulted them testified about events that happened in the 1970s and 1980s.

Roundup Ready sugar beets have been grown the past three years and should be allowed to continue to grow, according to one area researcher.
A ruling issued Friday, Aug. 13, in U.S. District Court, placed a temporary injunction on the genetically modified (GM) Roundup Ready sugar beet seeds, thus requiring sugar beet growers to switch back to the non genetically-modified seed.

Valuation drops 27 percent

After taking a sizeable jump in valuation last year by more than $60 million, Big Horn County saw a much larger decrease for the 2010 valuation.
Big Horn County Assessor Gina Anderson announced last week that the county’s total valuation for the year is $225,837,257, down from last year’s record $307,752,824, which is a drop of $81.9 million or 27 percent. The last time the valuation was around $225 million was in 2007 when valuation was at $224 million.

New prison to chop county jail revenue, jobs at stake

The commissioners received the plan last Wednesday during the regular meeting. County Planner Jim Waller said the Planning and Zoning Commission had approved the plan and recommended approval to the commissioners. Swine flu widespread, vaccine slow in coming

With nearly 600 cases of the H1N1 influenza (swine flu) the Wyoming Department of Health is considering the strain widespread across Wyoming.
According to the Wyoming Department of Health (WDH) Web site, there has been high levels of reported illnesses over the last several weeks with activity levels at or above typical peaks seen with seasonal influenza. (Widespread means WDH has received sustained reports of increased influenza from across most or all of Wyoming at typical peak levels.)

Body of missing Shell man found near Lovell

Greybull woman killed in one-vehicle rollover

DEQ regulations behind landfill rate increase

Fire destroys woodcarving shop

Verle Prine sat in his house Friday morning, candles burning for light and heat after his garage had burned nearly to the ground, taking out the electrical meter.
Prine said he had been sleeping well Friday morning until his Shih Tzu/silver poodle Sara woke him up and he smelled smoke. He checked inside the house and found nothing. He said occasionally he can smell smoke from neighbors’ wood-burning stoves so he went outside and immediately saw smoke coming from his garage/shop and called 911.

Smoke-free legislation in doubt

House Bill 31, which would prohibit smoking in most public places in the state was sent to the Senate last week for introduction but as of Tuesday morning had not been assigned to a committee.
Senator Gerald Geis (R-Worland) said the bill likely would be assigned to the Rules Committee. He said if the bill comes out of committee he did not expect huge debates like there was in the House.
“I doubt if it will pass. Too many people feel it’s infringing on private rights,” Geis said in his weekly interview Monday afternoon.

Substation site work under way

Site work for the new electrical substation to service the north side of Basin is now under way.
Basin electrician Eric Lowe said in an interview Tuesday construction of the station should be completed by the end of December or mid January. It is hoped that the station will be online and supplying power to the north half of the town by the 2009 summer, Lowe said.

The October meeting of the Big Horn County Fair board of trustees Monday night focused on planning for next year and improving the grounds.
The main item of new business addressed at the meeting was some suggestions made to improve the fair by the 4-H Leader’s Council. Minutes of the August 4 4-H Leaders Council meeting list five main suggestions for the fair board. The first suggestion was that all show rings should be shaded or in a barn with lots of seats.

$3 million grant may pay for network

Law enforcement officials across the Big Horn Basin have joined forces in support of the Big Horn Basin MDT (mobile data transfer) project. The project, if funded, will allow any police department or sheriff’s office in Big Horn, Washakie, Park or Hot Springs counties access to a common database of criminal information.

Grading change proposed for AP courses

Advanced placement students at Riverside High School no longer have the opportunity to receive up to a 5.0 grade point average after a request by the Wyoming Department of Education.
RHS Principal Tony Anson reported to the Big Horn County School District No. 4 Board last Tuesday that the Department of Education is encouraging districts to adopt a 5 percent curve for all advanced placement (AP) and college concurrent enrollment classes, but not to go above a 4.0 grade point average.

Natural gas prices to climb 15 percent this winter
Homeowners and renters urged to winterize

A presentation by representatives of the Wyoming Public Service Commission last week contained some good news for Big Horn Basin residents.
Natural gas prices will be going up this winter people living in this part of Wyoming, but not by the 70 percent residents in other parts of the state have been told to expect. Instead, it will be around 15 percent across the Big Horn Basin.

Airport board mulls museum location
